本研究旨在統整近年來海峽兩岸身心障礙者接受高等教育的現況,透過文獻比較分析,探討兩岸在大專校院特殊教育辦理方面的異同。研究發現:1.兩岸都重視以立法和制度來引導、規範高等特殊教育的發展,但各有偏重。2.兩岸都提供了多元入學管道,但主要的入學管道和招收類別有所差異。3.兩岸公私立大學都設置了廣泛的科系和專業,而人數、教育型態、錄取形式等方面存有較大不同。4.兩岸都致力於支援服務系統的發展,建設內涵和側重點各有特色,也都面臨著進一步完善支援服務系統,提高特殊教育品質的努力方向。最後提出兩岸身心障礙學生高等教育在招生與管理、資源教室、教育品質、生涯轉銜與就業、生活品質這幾個方面進一步改善的建議。
The purpose of this study is to analyze the current situation of higher education in both sides across the Straits, and to explore the similarities and differences in cross-strait special education. The study finds that: (1) Both sides attach great importance to the legislation and system to guide and standardize the development of higher special education, but each has its own emphasis. (2) Both sides offer multiple admission channels, but the main admission channels and recruitment categories are different. (3) Public and private universities in both sides have set up a wide range of disciplines and professional, but the number, type of education, admission forms have great differences. (4) Both sides across the strait are committed to supporting the development of the service system, building content and focus have their own characteristics, are also faced with further improve the support service system and the quality of special education efforts . Finally, suggestions are put forward on the further improvement of enrollment and management, resource classrooms, quality of education, career transfer and employment and quality of life of the students of both sides of the straits.
