中文摘要

由於政府對於高級人才培育的重視,與社會大眾對於知識追求的熱 衷,近年來我國高等教育在質與量方面都有顯著的發展;但高等教育數量迅 速擴充的結果,卻也導致大學畢業生在職場中出現供過於求的現象,進而衍 生出失業率偏高;薪資偏低;高教低就,以及學用不符等情形。然因高等教 育為高成本的教育,前述大學畢業生在勞動市場中人力未能充分運用之現 象,無論對個人或國家而言都是一種經濟損失。有鑒於此,為提升教育資源 投資報酬率,實有必要針對我國大學畢業生人力運用之現況進行檢討。 為達成前述目的,本研究除透過文件分析與文獻探討來蒐集整理國內 外相關論述與統計數據外,並兼採問卷調查法,自編「企業界對目前大學畢 業生人力運用現況調查問卷」,藉此瞭解目前國內企業界業主對大學畢業生 人力運用相關問題的看法,並與文獻資料相印證。最後,綜合文獻探討與實 證分析結果對研究問題提出結論與建議,以供政府相關單位參考。

英文摘要

In recent years Taiwan has experienced a significant development in the quantity and quality of higher education as a result of government’s emphasis on education and the society’s increasing demand for knowledge. However, the expansion of higher education has created a surplus of supply of college graduates in the job market, resulting in high unemployment rate, low starting salary, and mismatch between education and occupation. Given the high investment cost of higher education, the low manpower utilization of college graduates is inevitably an economic loss not only for the nation but also for the individuals. Therefore, there is an imminent need to explore the manpower utilization of college graduates in Taiwan after the expansion of the nation’s higher education system. Methodology for this research includes document analysis and questionnaire survey. Findings obtained from the questionnaire survey are compared to the literature to propose mitigation measures to the low utilization of college graduate manpower. In addition, this research concludes by providing policy recommendations for the authorities.
