1901年農學博士新渡戶稻造提出「臺灣糖業改良意見書」，主張改良蔗作栽培與推動近代化製糖業，作為臺灣糖業改革的兩大目標。松岡富雄來臺投入臺灣總督府糖業改革事業，無論改良蔗作栽培，或推動近代化製糖業，均扮演不容忽視的角色。本文旨在究明松岡來臺擔任臨時臺灣糖務局囑託，參與蔗苗育種工作之經緯，分析其於1900年代後期在臺中地區試行水田蔗苗栽培、推廣水田蔗作，以及經營新式製糖場對臺中地區製糖業之影響。探討結果指出，松岡配合臺灣總督府糖業改革政策，率先在臺中水田地區試行栽培蔗苗、創立新式製糖工場及推廣水田蔗作。松岡善用天時、地利、人和之條件，開啟臺中水田蔗作化之端緒，且是推動臺中地區新式製糖業之先驅。

In the year of 1901, Dr. Nitobe Inazo proposed a reform paper for the improvement of Taiwan’s sugar industries, suggesting two major goals, namely, improvement of sugarcane cultivation as well as promotion of the modern sugar industries. Tomio Matsuoka’s devotion in the reform of the sugarcane industries of The Japanese colonial government of Taiwan played a formidable role for improvement of the sugarcane cultivation and promotion of the modern sugar industries. This research aimed at elucidating the breadth of Tomio Matsuoka’s involvement in the cultivation of sugarcane as a temporary employee of the Bureau of Sugar Affairs, and analyzing the influence of his pioneered nursery of sugarcane seedlings and promotion of sugarcane cultivation in rice fields as well as the operation of modern sugar factory to the sugar industries in the late era of 1900’s in Taichung. The results of analysis suggest that under the guidance of the Japanese colonial government of Taiwan’s reform policies, Tomio Matsuoka pioneered the nursery of sugarcane seedlings in rice fields, promoted cultivation of sugarcane in rice fields, and established new sugar factories. In particular, Tomio Matsuoka’s use of favor conditions in time, geography and human resource opened up a brand new avenue for the sugarcane cultivation in rice fields in the region of Taichung, and pioneered the promotion of new sugar factories.
