本文以清末維新運動時期在湖南長沙發行的《湘學報》為主，討論維新運動時期，內陸地區發行的報刊經營、流通過程中所遇到的困難，及其試圖解決的方式，進而指出《湘學報》不同於上海等辦報先進地區的特徵。在甲午戰敗後清朝積極推行現代化政策的背景下，湖南省也醞釀辦報的氛圍，但民間人士的辦報計畫因無法解決經費等問題而最終落空，後在學政江標的介入下，湖南省創立首份報刊《湘學報》。江標的辦報方針是忠實地按照中央政府的精神，有意避開政治討論，重點放在介紹和推廣實學新知。限於當時尚未完善的書刊流通網絡，《湘學報》在流通的過程中經常出現缺送等狀況，然而《湘學報》也藉由《時務報》的幫助，逐漸形成較完善的派報管道，並獲得讀者的歡迎。雖然《湘學報》有意避談政治，但實際運作的過程並無法擺脫與政治的糾葛。在辦報初期，江標的方針也未能完全控制唐才常等人，後來徐仁鑄接手報務，受康有為學說影響的文章頻繁出現在《湘學報》上，引起湖廣總督張之洞出面干涉。在湖南維新運動急速激進化的趨勢下，《湘學報》的出版形式和刊期已無法滿足唐才常、譚嗣同等人的需求，最終《湘學報》湖南主要報刊的角色被《湘報》所取代。

This article focuses on the Hunan Educational Journal, which was based in Changsha, Hunan, during the Reform Movement of 1898, as an example of magazines that circulated in China away from the coastal areas. These magazines faced difficulties with business operations and circulation, and their efforts to resolve these problems were distinctly different from those used by magazines published in more developed areas such as Shanghai. Under the late Qing modernization programs after the first Sino-Japanese War, Hunan attempted to establish its first magazine. But due to financial problems, this was unsuccessful until the provincial educational commissioner, Jiang Biao, lent his support to the Hunan Educational Journal. In doing so, Jiang Biao followed the directives of the central government to avoid political discussion and focus on the dissemination of new knowledge. However, due to its inadequate circulation network, delivery of the Hunan Educational Journal often failed, until the help of The Chinese Progress enabled it to build a larger circulation network and obtain more readers. Although the Hunan Educational Journal intentionally avoided discussion of politics, its operations were inevitably tied to political forces. After its initial stablishment, Jiang Biao could not control Tang Caichang, and when the Hunan Educational Journal was taken over by Xu Renzhu, articles on the ideas of Kang Youwei appeared frequently. This led to interference by the Governor General of Hu-Guang, Zhang Zhidong. Given the radical thrust of the reform movement in Hunan, the Hunan Educational Journal’s format and frequency of publication could not fulfill the requirements of Tang Caichang and Tan Sitong. Since in the end the Hunan Educational Journal was unable to become a major magazine in Hunan, and the Xiang Bao took on that role.
