The publication of Taiwan's travelogues on visits to the United States during the Cultural Cold War is closely related to The International Visitor Program of the United States Department of State. One of the purposes of the so-called cultural cold war was that the United States cleverly disseminated information through public relations by inviting elites from Asian countries to win recognition for America. At that time, opportunities for free travel abroad were limited in Taiwan, and the U.S. State Department invited those with special capital to travel abroad, visit various parts of the United States, and publish travelogues. For example, Zeng Xubai was the president of the Central News Agency, while Hou Pinyen was the president of News Taiwan, and they were invited to visit the United States because of their great influence in journalism. Zeng and Hou went to the States in 1953 and 1966, respectively. After returning to Taiwan, Zeng published essays on Dong You San Ji, and Hou published Mei Guo Xing. Travelogues are the interactions between people and time and space. Moreover, overseas travelogues in Taiwan are one of the ways to represent the world. The travel narratives of the visits to the United States provide a means for later generations to try comprehending the structure of feelings during the time. The special discourse and knowledge forms help understand the formation of collective consciousness. The authors of travelogues on visiting the United States had different purposes because of their different identities. However, most of them presented a way for Taiwanese readers to see the United States or to learn from their experiences. This paper explores the context of educational exchange and travelogues during the Cold War, industrial visit routes, and the theme of the visit, representing society and the discourse of anti-communism and democracy, and examines the perspective of the cultural Cold War under an ideological system.
