戰後臺灣的自動化是從1970年開始,由經濟部工業局主導的半自動化,委託 中國生產力中心執行。1980年政府將自動化提升至全國性政策後,在1983年成立 自動化技術服務團,該組織的主要任務為輔導廠商採用自動化設備生產。 1970年代外資與本地資本存在生產規模和技術的鴻溝時,服務於外資的本地 工程師擁有接觸到新設備與系統的經驗與見識。1980年代政府計畫由上而下推動 自動化時,這些曾服務於外商的工程師乃加入服務團,運用過去工作的經驗,輔 導與說服中小企業進行設備更換。 在設備設計與購買的過程中,由合作金庫、經濟部中小企業聯合服務中心和 財團法人中小企業信用保證基金貸款給廠商添購自動化設備所需經費;倘若自動 化設備採用失敗,將由中小企業信用保證基金吸收而毋須還款,以提升廠商採用 自動化的意願。而從產業面的案例來看,則以外銷出口為導向之企業,如生產吊 扇和喇叭的廠商,在採用彈性裝配系統後得以提升產量與降低勞動單位,顯現出 自動化帶來的效益。

英文摘要

The implementation of automation technology in Taiwan after World War II began with the introduction of semi-automation-oriented schemes in 1970, which was overseen by the Industrial Development Bureau (of the Ministry of Economic Affairs) and executed by the China Productivity Center. After the Taiwanese government established automation as a national policy goal in 1980, the Automation Industrial Technology Service Team was created in 1983. The team’s primary mission was to guide businesses in using automated production equipment. During the 1970s, considerable gaps in production scale and technology existed between foreign and local capital. Only local engineers who had worked in foreign companies possessed knowledge and experiences of operating new equipment and systems. In the 1980s, the Taiwanese government pushed for automation from the top down, prompting those engineers to join the service team and utilize their previous work experiences in persuading and guiding small and medium-sized enterprises (SMEs) for an upgrade of their equipment. During the process of equipment design and purchase, the Taiwan Cooperative Bank, the Small and Medium Enterprise Joint Service Center (of the Ministry of Economic Affairs), and the Small and Medium Enterprise Credit Guarantee Fund of Taiwan offered loans to businesses for the purchase. In cases where the adoption of automation equipment failed, the Small and Medium Enterprise Credit Guarantee Fund of Taiwan would absorb the costs and eliminate the need for repayment, thereby enhancing the willingness of businesses to adopt the risky change. A close examination of the actual cases reveals that export-oriented businesses, such as those manufacturing ceiling fans and speakers, did increase their production volumes and reduce their labor costs by using flexible assembly systems, demonstrating the benefits of automation.
