本研究為瞭解離島澎湖推動失智友善社區之關鍵策略，先以文獻查證與次級資料分析建置策略架構，採用層級分析法（Analytic Hierarchy Process）探討專家觀點。結果發現，離島推動失智友善社區之關鍵策略目標依序為：社區包容與支持、改善照護與服務、提升社區意識/去除汙名化與賦權失智者；排名前五之優先策略依序為：友善居民訓練、改善社區友善環境、離島友善社區服務、連結友善組織以及離島友善醫療照護。根據研究結果提出之建議為：優先於目標社區推行失智友善居民訓練計畫、運用失智友善社區環境設計原則提升環境友善性、輔導社區開辦失智友善服務、以失智便利診療服務補足偏遠離島醫療量能、以及善用離島社會資本並組建失智友善策略行動聯盟等，供實務及政策推動者參考。

To explore the key strategies for building dementia-friendly communities in Penghu, an outlying island, this study uses literature review and secondary data analysis to establish a strategic framework, then employed the Analytic Hierarchy Process to explore the expert’ perspectives. The findings reveal that “community inclusion and support” is the most critical strategic goal, followed by “improving care and services”, “ raising community awareness/eliminating stigma” and “empowering people with dementia” ; the top five priority strategical actions are “resident-friendly training”, “improving community-friendly environment”, “island-friendly community services”, “connecting friendly organizations” and “island-friendly medical care”. The suggestions provided reference for practical implementers and policymakers include: “prioritizing dementia-friendly resident training in target communities”, “using dementia-friendly community design principles to enhance environmental friendliness”, “guiding communities in developing dementia-friendly services”, “supplementing remote island healthcare capacity with convenient dementia care services”, “leveraging social capital to develop dementia-friendly communities and forming dementia-friendly strategy alliances”.
