As Minnan settlements developed in the southwest region of Pingtung County and expansions went outward from the original residences, the public temples of the Five Celestial Camps were coordinated according to a "Center―Quartet" spatial model proposed by scholar Lee, Fong-mao. The inner Five Celestial Camps operated as before, but the outer Five Celestial Camps were affected by external factors such as difficulties acquiring land, meaning that some of the Camps could not be set up according to the principle. The new settlement temples and believers would make contingencies based on local conditions. For example, two Five Celestial Camps’ Baoan Temples in Beishilao, Fangliao Township; the auxiliary camp set up by the Fulong Temple of Wu-Kuai-Tso, Jiadong Township; and the Jen Hai Temple in Lunzaiding, Donggang Township would each be concentrated in one place.
