媒體與特務:以林頂立辦《全民日報》(1947-1951)為中心

戰後初期,臺灣的知識份子透過辦報為人民發聲,卻因對臺灣省行政長官公署及社會現狀作了忠實的批判報導,在二二八事件後遭到整肅。其後,言論控制日嚴,媒體輿論的主導權落入外省人或「半山」手中。其中,國防部保密局臺灣站長、「半山」林頂立於1947年7月與同是「半山」的游彌堅、劉啟光、劉傳能等人共同創辦《全民日報》,轉型為媒體人,但仍擔任臺灣站長,負責情蒐任務。《全民日報》走的是地方路線和群眾路線,各地通信新聞比其他報紙為多,頗受民眾歡迎。林頂立以《全民日報》為基地,在各地設立分社,建立廣泛的社會聲望,進而躍上政治舞臺。同報社之徐崇德、李良彬、陳愷、黃仲甫等亦均出身情治系統,以報社主任、記者為掩職,從事情報工作。他們和林頂立一樣,廣結社會關係並進軍政壇,一躍成為民意代表,成為情治人員由地下躍上檯面的晉身之道。《全民日報》之報導內容以配合政策為主,但對重大的政治、社會事件也時有針貶,頗突顯社長林頂立之態度,有其特殊性。是故,本文擬以媒體與特務為題,以情治人員林頂立所辦《全民日報》為中心,探究其由情治人員轉型為媒體人之歷程、報社人員之出身背景,以及該報社之經營模式暨報導等,藉期對媒體與特務之關聯及其意義,有更周延而完整的瞭解。

Media in Taiwan welcomed the new era in the case of a hundred schools of thought in early post-war Taiwan. Many intellectuals enlightened people and spoke out for the public by founding newspapers. However, they were purged and their newspapers were prohibited after the 228 Incident because of their criticism of Taiwan Provincial Executive Office and faithful reports on the social circumstances. Later, control of free speech became more severe, with the Mainlanders and “ban-shan” ( 半山 ) dominating the media and public opinion. The Taiwan station chief of Bureau of Security ( 保密局 ) , “banshan” Lin Ting-Li, founded Peoples Daily on 1947/7/7 with other banshan members. Yu Mi-Jeng ( 游彌堅 ) , Hsieh Tung-Min( 謝東閔 ), Liu Chi-Kuang ( 劉啟光 ) , Liu, Chuan-Neng ( 劉傳能 ) , and transformed into a media worker. However, according to Service Registration book of Bureau of Security(36-39) (《保密局服務證明書登記簿( 36-39)》 ) , Lin Ting-Li was still the Taiwan station chief of Bureau of Security (保 密局 ) when running the newspaper and being in charge of intelligence collection. Peoples Daily was quite Popular sdue to its coverage on local and public affairs, with local news reports being more plenty than all the other newspapers. Based on Peoples Daily, Lin Ting-Li set branches and offices everywhere, accumulated political prestige and appeared in politics. Directors of branches such as Hsu Chung-Te ( 徐崇德 ), Li Liang-Pin ( 李良彬 ) and reporters Chen, Kai ( 陳愷 ) , Huang, ChungFu ( 黃仲甫 ), disguised as directors of branches and reporters, were also spies and engaged in intelligence services. Many of them developed social connections and became representatives in politics with growing prestige, status and influence, and that was how spies worked their way from intelligence agents into public figures. Basically, reports in Peoples Daily surrounded government policies like other newspapers, but some of them criticized important social and political events and reflected Lin Ting-Li’s ideas. Hence, foregrounding the topic of media and spies, this program tries to center on Peoples Daily founded by Lin Ting-Li to investigate the process in which the spies turned into media workers, the backgrounds of its members, the management and reports of the newspaper, and to understand its reactions to politics, economics and social cultures around the period when the central government moved to Taiwan by analyzing editorials. This may contribute to a more complete comprehension of the relations and meaning between media and spies.
