本文以《臺灣農事報》、《臺灣米穀移出商同業組合月報》等農政刊物,及總督府殖產局業佃調查與政策成果的官方出版物為主要史料,說明總督府農政官僚各時期的業佃政策論述,以闡明業佃會政策的醞釀與落實過程。首先,討論1908至1922年間東鄉實等官僚有關臺灣業佃關係的初步討論與調查,並分析日本內地日益惡化的米穀不足、租佃爭議與農民運動等外部發展,如何刺激臺灣農政官僚開始積極立案推動業佃會政策。其次,討論1922年以來,總督府業佃會政策的推動,並分析其與1920年代中期臺灣激烈開展的農民運動之關聯。最後,除說明與補充既有研究有關業佃會分析的疏漏外,並以業佃會政策論述與實踐為例,說明臺灣農政與日本政策學知的密切關聯。
This paper primarily relies on official publications such as 'Taiwan Agricultural Journal,' 'Taiwan Grain Exporters Association Monthly Bulletin,' and other agricultural policy publications, as well as official publications from the Governor-General's Office Agricultural Bureau to discuss the discourse on tenancy policies by various periods of colonial bureaucrats. These sources illustrate the development and implementation of the ‘Landlord-Tenant Cooperative Association’ (hereinafter referred to as LTCA) policy. Firstly, it examines the preliminary discussions and investigations on tenancy relations in Taiwan by bureaucrats like Minoru Tōgō between 1908 and 1922. It analyzes how external factors such as Japan's worsening rice shortage, tenancy disputes, and peasant movements in mainland Japan stimulated proactive promotion of the LTCA policy by Japanese agricultural bureaucrats in colonial Taiwan. Secondly, it explores the promotion of the LTCA policy by Governor-General's Office since 1922 and their relation to the intense peasant movements in Taiwan during the mid1920s. Lastly, apart from addressing gaps in existing research on the LTCA policy, this paper uses the discourse and implementation of the LTCA policy as an example to demonstrate the close interconnection between Taiwan's agricultural policy and Japan's agricultural policy.
