中國於2007 年1 月11 日發射一枚導彈，擊落其距離地球約800 公里在太空中的一枚老舊「風雲一號」氣象衛星。中國的舉動引起世人注目。本文擬從中國的認知角度分析中美間關於太空，及與太空政策有關的導彈防禦和核武議題的爭議，這特別是小布希政府時期的爭議。

China shot down an aged weather satellite, Fengyun-1, by launching a ground-to-air missile on January 11, 2007 at an altitude of 800 kilometers from the Earth. China’s action attracted world-wide attention. This paper aims to analyze the US-China disputes over space policy, associated ballistic missile defense policy, and nuclear policy during the Bush era from 2001 to 2008.
