自民國以來,各類型的軍事行動不斷,尤其到了對日抗戰時期為高峰,各種 軍事行動也導致軍隊醫護成為一項急需解決的問題。當時作為中國最高軍事領導 人的蔣中正及各方軍事將領逐漸認識到軍事醫學的重要性,但軍醫的培育並非短 時間內可見成效,需要較長時間且有完整性規劃。 本文由蔣中正自身的軍隊醫療及衛生經驗談起,進而發現當時中國的軍醫人 數明顯不足、軍醫行政效率低落、軍醫教育品質不彰、軍醫派系分立等問題。蔣 藉由相關領導人員的任命,改革軍醫制度,並以建議者及監督者的角色,共同參 與軍醫制度的設計與規劃,終於在戰後得以完成軍醫派系的整合,並奠定較為完 善的軍醫制度。
Various types of military medical systems were founded after the Republic of China, and faced with the war of resistance against Japan, the military health care became an urgent issue. At that time, the supreme military leader Chiang Kaishek and several national generals came to realize the very importance of military medication. But it was not easy to train enough qualified medical personnel. A practical blueprint had to be drawn up with an effective time schedule for its implementation. This article is based on Chiang Kai-shek's own experience with the medical health in his army. He found that there were several major issues to be solved, such as China's obvious insufficiency in military medical personnel, low military administrative efficiency and low quality of military medical education, and military medical factions, etc. In order to improve or solve these problems, Chiang Kai-shek resorted to the appointment of several reliable medical personnel as leaders. In the meantime, Chiang Kai-shek himself played the double role of both the advisor and inspector. As it turned out, he not only improved the military medical system, but also integrated the military medical factions after the war of resistance.
