1980年代起,臺灣傳統產業開始外移東南亞及大陸投資、經營及設 廠。臺商的身心健康、家庭及子女教育問題,逐漸受到重視。從1991年到 2005年,東南亞地區的六所臺灣學校(馬來西亞、印尼、越南、泰國)及中 國大陸的三所臺商學校陸續成立。隨著全球金融危機,許多臺商紛紛歇業關 廠或轉移投資陣地,臺灣海外學校的發展亦飽受衝擊;加上少子化、擇偶及 幹部在地化等趨勢,海外學校須積極研擬轉型升級策略,方能在海外永續服 務臺灣子女。 本研究透過文獻探討,先梳理近20年海外臺灣學校之政策報告、相關 國內外研究及文件,了解其成立之背景與使命;探究海外臺灣學校發展的利 基與挑戰,分析內外部發展問題,並整理出相關因應策略。其次,以研究者 服務的「東莞臺校」為個案,分享該校近4年(2007-2010)因應大陸投資環 境的遽變及經濟風暴的侵襲,化危機為契機,使生源逆勢成長。最後,根據 文獻及個案研討結果,提出結論與建議,供主管機關、海外學校、以及有志 海外辦學臺商參考。
This study describes a case of school innovation under economic globalization. As a part of the developed and globalized world, many Taiwanese professionals are employed or manage businesses across countries. To secure a quality education for children in the East and Southeast Asia regions, nine Taiwanese overseas schools have been established for more than a decade. They function as buffers where overseas Taiwanese children can be educated with Taiwanese culture and are able to continue their study after going returning to homeland. Given the global recession and the economic cross-strait transition, Taiwanese Businessmen’s Dongguan School (TBDS), the prototype of Taiwanese schools in China, collaborated with multiple strategic initiatives to eliminate the negative effects of social contexts, and improved the school’s quality and competency. In this paper, we reviewed the characters and functions of Taiwanese overseas schools, the challenges which TBDS faced, and how research and actions were planned and implemented. To sustain itself in the rapidly developing China, the story of TBDS is an important school-based referential study for Taiwanese overseas schools under transition.
