臺灣戒嚴時期,情治機關以治安為由嚴密監控人民,以求有效控制社會並 維持政權。本文以林義雄檔案為例,探討情治機關的監控運作,經比對與釐清檔 案文件上各情治機關使用的代名,可知林義雄是遭到國安局、警總、調查局、國 民黨、臺北市政府警察局和警政署的多重監控。在這種多重監控運作體系中,國 安局不僅是情治系統的指揮機關,也是肩負執行情報工作的執行機關,並由國安 局第六特勤組扮演在臺監控林義雄任務的要角,而林義雄旅居美、日期間,即轉 由國安局駐外小組承接,展現該局在國外布建情報的能力,也呈現情報工作小組 的分工情形。同時由公開檔案可知,情治機關自1977年至1993年監控林義雄,每 一時期都有情治機關主觀臆測具有可能威脅的各種理由,成為他長期被監控的藉 口。由於林義雄案例的特殊性,使得他自減刑出獄到出國探親都得到高層關注, 雖非政治案件的一般情形,適可透過此案例分析由國安局執行、督導與指揮各情 治機關執行監控任務的運作體系。
During Taiwan’s martial law era, the intelligence agencies closely monitored the populace under the pretext of maintaining public order, so as to effectively control society and uphold the ruling regime. Using the file on Lin Yi-hsiung as an example, this article explores the surveillance operations of intelligence agencies. Upon comparing and clarifying the aliases used in these documents, it is revealed that Lin Yi-hsiung was subjected to multiple levels of surveillance by the National Security Bureau (NSB), the Taiwan Garrison Command, the Ministry of Justice’s Investigation Bureau, the Kuomintang (KMT) party organizations, the Taipei City Police Department, and the National Police Agency. In this multifaceted surveillance network, the NSB not only served as the commanding authority of the intelligence system but also carried out actual operations. NSB’s Sixth Special Service played a significant role in monitoring Lin Yi-hsiung in Taiwan. When Lin was residing in the United States and Japan, surveillance duties were taken over by the NSB’s overseas team, demonstrating the Bureau's capacity for intelligence operations abroad and highlighting the division of labor within the intelligence team. Furthermore, public records show that intelligence agencies monitored Lin Yi-hsiung from 1977 to 1993 due to security concerns based on their subjective assumptions. The various “threats” that Lin supposedly posed to the regime were imagined by the agencies as justifications for long-term continuous surveillance. Because of the unique nature of the Lin Yi-hsiung case, his activities, such as reduced prison sentences and overseas visits, received high-level official attention and required special permissions. While this was not typical, Lin’s file showcased the operational system by which the National Security Bureau directed, supervised, and executed a surveillance network consisted of various intelligence agencies.
