隨氣候變遷日益受到全球重視，氣候安全也成為受矚目之非傳統 安全議題，並成為安全領域專家口中的「威脅擴大器」。過去一個世 紀，亞太地區極端氣候出現頻率越來越高，直接衝擊到水資源及糧食 等重要生存資源的安全，並間接助長「氣候難民」出現，進一步惡化 原本即脆弱的安全環境。這些因氣候變遷引起的危機，不僅成為一國 內部不穩定的來源，也造成國與國之間的緊張，成為影響亞太區域地 緣政治版圖的重要變數。

As there is a growing concern with climate change around the globe, climate security has become a closely-watched nontraditional security issue and is described as “threat multiplier” by security experts. Over the past century, the increasingly frequent extreme climatic events in Asia-Pacific region have direct impacts on water and food security and other important resources for living, and indirectly contribute to the plight of “climate refugees”, further deteriorating the already fragile security environment. The crisis caused by climate change not only becomes a source of internal instability, but also lead to tension between countries. Therefore, it has become a critical variable that could affect the geo-political map of Asia-Pacific region.
