為因應世界經濟科技發展之新趨勢和中國大陸經濟發展新階段的 要求，中國政府正在適時調整和豐富「市場換技術」的內涵，改進國 家技術標準政策，實施「走出去」戰略，以期透過加強對國營企業的 調控，並鼓勵跨國公司與國營企業合作，來促進已開發國家對中國大 陸的技術轉移，增強國營企業的研發能力。為此，本文擬從政策調整 和政策實施的角度，對中國大陸目前技術引進政策方面的新變化進行 探討和分析，並提供若干個人意見，供臺灣業界人士參考。

Economic globalization is developing amidst twists and turns. China will keep its commitments of the World Trade Organization (WTO) accession to reduce tariff level, to eliminate import restrictions, to deregulate governmental policy and to liberalize investment and trade. In light of the new trends in the economy, science and technology of the world and the requirements of its economic development in the new period, China is enlarging the concept of the strategy of “make technology by market” and improving one’s own national standard policy. China is promoting the inward of technology transfer from developed country by strengthening the management, enhancing the R&D capacity of the staterun enterprise, and encouraging the multination corporation building up R&D agency with Chinese enterprises. The essay mainly analyses new changes of China’s technology import policy. This essay will offer several reference suggestions to tackle the strategy of China’s “bringing in” for Taiwan enterprises.
