兩岸學術交流十餘年來發揮促進相互了解、提升專業研究水準與 影響決策的效果。儘管其成效有限，且存在交流之實質障礙與阻力， 但持續兩岸學術交流與互動之政策仍值得肯定與推廣。本文透過建構 主義、共同利益與社會資本等理論觀點，並藉由針對學者專家問卷調 查的途徑，據以解讀兩岸學術交流所衍生之特質、趨勢與影響。當前 兩岸僵局難解與統獨矛盾深化之際，學術交流的介面與平臺不僅具有 學術互惠之效果，也能發揮間接政治溝通與對話之功能。對於兩岸學 術交流障礙之排除應是兩岸執政當局應積極改善之措施。此外，落實 學術專業對口的學術交流、提升兩岸智庫交流的層次與內涵、擺脫僵 化的政治性訴求與作為、提升學術專業素質，以及提供更優惠的學術 交流條件與環境，應是兩岸執政當局值得努力的方向。

Over the past decades, despite paradoxes and challenges, Cross-strait academic exchange, as an interface and platform, has played an important role in enhancing mutual trust and understanding. This has provided both sides with necessary policy analysis. The two governments should continue to remove barriers to improve conditions in the environment for academic interflow and engagement. This article attempts to analyze the characteristics, trends, and influences brought about by Cross-strait interflow via the concepts of Constructivism, Common Interests and Social Capital. Empirical studies also provide some answers regarding questions on Crossstrait academic interflow.
