在亞太經濟合作會議(Asia Pacific Economic Cooperation, APEC) 推動經貿自由化的過程中，各經濟體對於各項方案的競逐，存有亞太 主義與亞洲主義的色彩。因此本文將分別就《茂物宣言》(Bogar Declaration)、《大阪行動綱領》(Osaka Action Agenda)、《馬尼拉行動 計畫》(Manila Action Plan for APEC, MAPA)、「自願性部門提前 自由化」(Early Voluntary Sector Liberalization, EVSL)等在 APEC 經貿自由化進程上，具有重要性影響的計畫方案作為分析重點，檢視 APEC共識決等決策的特性，對於理性的亞太主義與亞洲主義在進行經 貿自由化談判時，對行為者所採取的策略，將會有何影響。本文發現 在 APEC 整個發展脈絡中，由於共識決、彈性、非拘束性等特色，才 能使區域內不同國情、利益、經濟發展程度的經濟體願意齊聚一堂， 逐步討論與協調出能在複雜亞太經濟環境中推動的經貿自由化議題。

The APEC member economies advocated among themselves the doctrines of Asia-Pacificism and Asianism in the process of APEC trade liberalization. This article aims at presenting the impacts of the characteristics of APEC on the strategies that APEC member economies choose. We argue that APEC characteristics have significant influences on the development of APEC economic and trade liberalization. The APEC member economies bargained among themselves with the constrains of the APEC characteristics. Although these member economies are with diversified national contexts, interests, and level of economic development, they successfully discussed and coordinated the issues of trade liberalization that could be set into action in Asia-Pacific complex circumstances.
