「911事件」的爆發使得恐怖主義等非傳統安全威脅成為當前影響 全球安全的首要議題，美國除了增強「本土防衛」的部署外，並比照 各國模式成立反恐怖主義專責機構。此事件對國際的政經情勢造成了 極深遠的影響，在國際政治方面，美俄聯手打擊恐怖主義進一步強化 了雙邊的合作關係，相對地卻凸顯出中共在外交上的被動處境；此 外，美國在這次的反恐怖主義戰爭中雖然竭力避免造成負面效應，但 實際上卻激化了基督教與回教世界兩大文明間的衝突；在美國揮軍阿 富汗之際，中亞、南亞等區域再度成為國際強權競逐的場域。在國際 經濟方面，受「911事件」的強力衝擊，原已低迷的全球經濟景氣更是 雪上加霜，因而延緩了世界各國經濟復甦的進程；另外，在經濟全球 化與區域化方面雖略有進展，但世界各地反全球化的抗議聲浪卻也如 影隨形。

The 2001 main feature of the global situation is: the “911 event” has made terrorism, which used to be an untraditional security threat, becoming the present primary issue that affects the global security. Therefore, except strengthening its “domestic defend”, the United States has, as other countries do, established special anti-terrorism institutions. The “911 event” not only resulted in the change of the US-Russia relationship, it also illustrates the passive diplomatic situation of China. The United States has given its every effort to avoid side effect in the anti-terrorism war. However, the clashes of civilizations have been agitated. Power struggle has been inflamed in Central Asia and South Asia area with the progress of the anti-terrorism war. Apparently, the impact of the “911 event” has made the original depressed global economy even worse, and at the same time, influences the economic recovery progress of each country. And economic globalization and regionalization progress though, they are still haunted by anti-globalization.
