由於對美國的中國政策及臺灣未來走向充滿疑慮，因而加深了中 共領導人對大陸周邊外在環境和兩岸關係的不確定感。中共乃擬強化 軍備以因應未來可能發生的變局。然而，囿於當前大陸軍備工業能力 不足，以及西方國家對中共仍存戒心，故未來中共仍需仰賴由俄羅斯 進口武器裝備和技術，以縮短其與美國在軍事能力上的差距。

Concerned at the U.S. policy toward China, and Uncertain about Taiwan’s China policy, Chinese leaders, particularly Chinese military leaders, are pessimistic about China’s external environment. In order to effectively coping with this uncertainty, Chinese leaders are compelled to modernize its military forces. However, chronic deficiencies in its defense industry will force China to continue relying on imported weapons and defense technologies to narrow military gap that it has with the U.S..
