批判性安全研究是目前新興的安全研究觀點，它認為「安全」就 是解放，解除一切加諸於人類身心的限制，它是由我們互動所造成 的。其雖不否定國家的重要性，但強調安全的主體是「人類」、「人 民」而不是國家，因為國家常是人類不安全的所在。本文旨在引述此 一新觀點以觀察與展望千禧年後臺海兩岸關係的發展，並提出若干規 範性的建議。

Critical Security Studies (CSS) is a new perspective or approach in the Security Studies, its concept of security is different from other perspectives. CSS claims that security is emancipation, only the emancipation can bring the real security. CSS also argues that security is what we make it. Therefore, CSS is a constructivism which to explore the role of human consciousness in the international relations, and national collective identity and interests. Based on the perspective of the CSS, this essay analysis the security situation in Taiwan Strait and make some recommendations for the millennium to come.
