北約全球化戰略走向 對台海情勢發展之意義及影響

去(1999)年 3 月,北約繞過聯合國安理會對南斯拉夫聯邦展開空中 攻擊,一般被認為係北約奠定未來解決全球區域衝突的模式。中共政 權亦質疑北約攻擊塞爾維亞之目的係針對台海兩岸;換言之,台灣在 大西洋聯盟眼中可能成為「亞洲的科索沃」。本篇論文主要即在檢視 北約實施全球戰略的不同考量變數,同時就美國維護後冷戰時期歐洲 安全所扮演之角色、歐洲聯盟提升介入東亞事務影響力、北約去年4 月 公布之新戰略綱領乃至於歐盟試圖建構對台海兩岸問題之共同立場等 角度,剖析北約或歐盟未來在確保台海安全及穩定所可能扮演的角 色。
英文摘要
In March 1999, NATO by passed the UN Security Council launched air attack on Yugoslavia. The operation has been regarded as a model for NATO's resolving perspective regional conflict. Even the PRC suspected that NATO's attack on Serbia could have tacitly aimed at Taiwan Straits. In other words, Taiwan could possibly be the "Asian Kosovo" in the eyes of the Atlantic Alliance. In this paper the author moves beyond examination of the various sectors of NATO global strategy, to consider broader issues associated with the US's role in post-Cold War Europe as well as the EU's role in East Asia. Discussion ranges from the aspiration, enshrined in the NATO's New Strategic Concept of April 1999, to construct a common position for the EU's CrossStrait Policy , to the potential for the NATO to play a central role in ensuring the stability and security of Cross-Strait Relations as a whole.
