本文藉由舖陳近年公開的《蔣中正總統檔案》（俗稱《大溪檔案》）中，有關蔣中正批閱的情治單位史料，配合其他資料，加以綜合分析，證實國民政府遷臺後的白色恐怖，是蔣中正與蔣經國父子主導或默認情治單位的措施。曾有論著為這些措施辯護，認為其為防範中共武力攻臺及保衛臺灣的不得已手段，或是蔣氏父子鞏固權位的必然反應。然而，白色恐怖的眾多冤案中，部份案件為蔣氏父子所主導，這些案件與保衛臺灣的大局無關，純屬私人嫌隙，事實上也有不少冤案雖非蔣氏父子主使，卻在情治人員上行下效，偽造假案後，獲得當局默認。因此，蔣氏父子與情治單位互為臺灣實施白色恐怖的共生體。

Based on the newly-opened archives of the secret service and records of secret agents, this article discusses the action and role of Chiang Kai-shek and Chiang Chin-kuo during the period of the White Terror. In many works about this topic, they argue that totalitarian and violence were necessary means for the Kuomintang government to protect her regime in Taiwan, and they also claim that Chiang Kai- shek and Chiang Chin-kuo strengthened their power at the same time. However, those concepts cannot explain all events. We find many cases just were personal resentment, and had no relationship to political affairs or national security. We prove that Chiang Kai-shek and Chiang Chin-kuo approved or acquiesced those unjust cases made by the secret service. In fact, Chiang Kai-shek and Chiang Chin-kuo played a leading role, and the secret service and the secret agents created many unjust cases. Therefore, we can say that they were coworkers of the White Terror.
