日治後期臺灣的娛樂管制、社會調節與民眾應對 (1937-1945)

二次世界大戰的總體戰與總動員體制中,包括管制殖民地休閒娛樂在內,要求民間自肅、節約,然隨戰爭長期化,有限度開放、甚至主動提供合於時局的休閒娛樂予民眾調劑日常生活,成為長期戰底下提振後方士氣,與增強生產力之手段,因此休閒娛樂在戰時不純然是壓抑的對象,也是被應用於國力建設,與國家發展的中介工具。 本文主要由「管制」與「調節」角度,呈現日中開戰後至1945年終戰期間,執政者對殖民地臺灣的休閒娛樂管制,和戰爭長期化底下提供娛樂活動予民眾的社會調節,以及臺民於外力管制下,日益失去自主性背後的休閒實態。本文研究發現,1937年日中開戰後娛樂管制大方向走向管制緊縮,但管制強弱非呈一直線持續壓制,而是因應時局變化和調節社會所需,存在張弛交替之變化,且即便是管制較為嚴格時期,亦存管制上的誇示成分。由於休閒娛樂在戰時成為影響國力發展的中介工具,一部份娛樂被明顯抑制,另一些作為政治宣傳工具而獲得扶植,或加以改造成服膺時局之娛樂活動,或由執政者主動提供有益國家發展、提振後方士氣之「健全娛樂」。管制的實質影響存在階層差異,底層於選擇受限下,普遍來說不得不接受執政者安排之娛樂,中上階層所受影響相對有限,但無論上下階層,多少可見臺民嘗試逸出封禁,或遁入私領域自我娛樂,將休閒娛樂「地下化」以保有其自由的狀態。

In the total war and general mobilizatio n system of the Second World
War, including the control of leisure and entertainment in the colonies,
self-control and frugality was required of the populace. However, as the
war continued, there were limited openness and even initiatives to
provide leisure and entertainment in line with the situation at that time
for people’s daily life, becoming a means of boosting morale in the rear
and enhancing productivity during a long war. Therefore, leisure and
entertainment were not purely objects of repression during wartime, but
were also used as intermediary tools for national strength and
development.
This article focuses on the perspectives of “control” and “regulation.” It
presents the rulers’ control over leisure and entertainment in colonial
Taiwan from the beginning of the war between Japan and China to the
end of the war in 1945, and the social regulation of the provision of
entertainment activities for the people under the prolonged war, as well
as the Taiwanese people’s actual leisure activities, as their autonomy was
slowly lost under the control of external forces. This research finds that
after the war between Japan and China began in 1937, entertainment regulations were generally tightened, but not consistently so. There was
frequent alternation between relaxation and tightening, and even when
regulation was relatively strict, there were also elements of boasting.
Since leisure and entertainment became an intermediary tool that affected
the development of national power during the war, some entertainment
was obviously suppressed, and some was fostered as tools for political
propaganda, transformed into entertainment activities that conformed to
the situation at that time or actively provided by the ruling party, in order
to become “robust entertainment" for national development and boosting
morale in the rear. The actual impact of control was different between
classes. Presented with limited choices, the lower classes generally had
to accept entertainment arranged by the rulers. The upper and middle
classes were relatively less affected. However, regardless of class status,
it can be seen that some Taiwanese people tried to escape the bans or
moved into private realms for self-entertainment, turning leisure and
entertainment "underground" in order to maintain its free status.
