本研究主要從性別觀點探討國家政策對女性所造成的個體、家庭及其影響,其一方面仍不斷建構女性成為主要照顧人力,另一方面在面臨照顧社會化所產生的人力資源匱乏時把照顧事務轉嫁到外籍照顧工作者身上,形成國家、階級與性別分化持續深化與鞏固的矛盾。本研究分別從文化道德規範;法律層面的框架、政策價值的導向、照顧替代方案的缺乏與兩性經濟差距壓力等五個層面著手,分析台灣如何把國家照顧責任女性化,最後並提出照顧政策去性別化、照顧者行使社會權與公民權、提升女性經濟安全、改善外籍照顧工作者的工作權益和處境等四項改善建議。
This study report primarily delves into the influence country’s policy has on individuals, families, and economy from females’ viewpoints, constantly constituting females as the primary source of caregiving and shifts the caregiving tasks to foreign caregivers, which forms into the continuous deepening and entrenched contradiction among the country, classes, and gender unequality. Analyzing from five levels as cultural and moral disciplines, framework on legal aspects, orientation of policy value, void of caregiving alternatives and pressure on bi-sexual economic gap, this study conducts the analysis on how Taiwan genderize the country care, responsibities, and proposes four improvement suggestions on degendering care policies, caregivers’ exercising social rights and citizen rights, enhancement of females’ economic security and improvement of foreign caregivers’ working rights and conditions.
