本文首先透過「發展研究」此一研究領域／學科的發展，釐清「發展」概念的內涵，進而了解發展的目標有哪些面向。其次，由發展理論探討如何從事與獲致發展，討論到底可採用哪些策略來達成上述目標，此時必須同時檢視各策略背後的理論基礎、或意識形態上的規範（也就是人類發展與人權保障的關係）。

本文意圖找出原住民族發展的目標以及指標，同時並嘗試建構原住民族發展的概念架構，並對相關發展理論的運用做初步的討論。

This study starts by clarifying the concept of development and the facets of developmental goals within the context of the discipline of Development Studies. Next, guided by theories of development, the paper explores various strategies for achieving development. Third, the theoretical justifications or ideological norms underlying these strategies are examined, focusing on the relationship between human development and the protection of indigenous rights. The paper then proceeds to look for goals and indicators of indigenous development. Finally, the author attempts to construct a conceptual framework for analyzing indigenous development and explores how relevant developmental theories may be applied to the analysis of indigenous development.
