九二一震災住宅重建回顧與展望

九二一大地震造成大量房屋毀損,各界最重視的就是住宅重建問題。其中集合式
住宅重建及臨時住宅居民的安置最為困難。為突破困難,建議採取以下改進措施:
集合式住宅無法重建者,由政府將其土地收購作為公共設施之用;或依重建暫行
條例第十八條規定,在不超過該建築基地原建築容積之0.3倍,予以容積獎勵,鼓勵重
建。
受災戶安置宜採補助一定期間之房屋租金;利用空置國宅租給災民,降低租金,
並依災民經濟條件分級收費,儘量減少興建臨時住宅。
對於弱勢受災戶,比照日本興建不同規格的小坪數公屋出租災民,按其經濟條件
分級收費;利用民間捐款,配合企業贊助,在偏遠地區興建永久性簡易屋,提供弱勢
戶居住。

921 Earthquake caused the damage of massive housing, most
attentions were on the problems of residence reconstruction.
Among the problems, the reconstruction of congregate housing
and residents settlement of temporary housing were the most
difficult ones. In order to make a breakthrough, the following
improvement measures were suggested:
For ones who were incapable to reconstruct congregate
housing, their lands were bought by the government for public
installations; or according to Provisional Regulation Number
18, allowing construction area up to 0.3 times more than original architecture capacity of its building foundation for giving
capacity reward and encouraging reconstruction.
Subsidizing housing rental of certain period would be
proper for victims settlements; renting out spare public
housing, lowering rental, charging according to the classification
of victims economical conditions and decreasing building
temporary housing as much as possible.
For disadvantaged victims, building small floorage public
housing in varied standards to rent as Japan did, charging
according to the classification of economical conditions; using
civilian donations with enterprise sponsorship in coordination to
build permanent simple housing in remote areas and provide to disadvantaged victims.
