1935年新竹、臺中發生烈震，1999年中部發生921大地震，兩者 均造成嚴重的傷亡與損失，政府分別編成《臺灣震災誌》和《九二一震 災重建經驗》，前者紀錄地震發生後的災情、救災過程與重建情形，後 者則比較集中在震後的救護工作與重建工程。 地震發生後，除了人命的救助外，流言造成人心浮動和恐懼、傳染 病的隱憂、災區秩序的維護、哄抬物價的取締等等，都是政府救災的重 點。同時，地震雖然造成破壞，但也帶來重整的契機。 兩本書的編成非常類似，也相當程度地代表了官方的重建成果， 但兩者同樣都比較缺乏民間聲音，當然也就無法看出官方對於民意的回 應，以及兩者之間的對話。研究者須與報章雜誌、回憶錄、影像紀錄等 其他資料互見始見震災全貌。 此外，兩次大地震凝聚了臺灣人的意志，全國人民更緊密締結命運 共同體。且此二次地震也為臺灣自然災害史與環境史提供了很好的實例 與契機，讓政府部門重視救災機制的建立，以及環境保護的重要性。

A strong motion earthquake happened on 1935, and also another one happened on 1999. Both two earthquakes caused serious damage. After earthquakes, governments edited “The Record of The Earthquake on 1935” and “The Record of Relief from 921 Earthquake”. “The Record of The Earthquake on 1935” including the condition of the earthquake on 1935, and “The Record of Relief from 921 Earthquake” emphasizes the rescue and re-establish works after 921 earthquake. Besides the rescue, fear, infectious disease, the control of public security, and to ban drive up the price are also the important works. Although earthquakes make damage, those two bring the chance to reconstruct. Those two books are very similar: They are official viewpoints, and there are no public voices. Readers have to pay attention to it and use more data to research those two earthquakes. Besides, those two earthquakes condensed the conscious of Taiwanese. They also gave a good example to start the research of the analysis on the history of natural disaster and environment, too. Let our government to take notice establishing the system of rescue and the importance of environmental protection.
