日治時期臺灣的颱風災害與防救災措施

「颱風」一個與臺灣歷史發展密不可分,令臺灣又愛又恨的自然現
象與災害象徵。其對世居在臺灣的人民而言,不僅是共同的歷史,更是
集體記憶、生活經驗與環境條件。在科學技術日新月異,科技設備較之
以往更精密、完備的今日,除了讓人類更加瞭解地球與所居住的自然環
境外,是否也同時讓人們認識、反省,人與自然之間的關係呢?
臺灣地處歐亞大陸板塊以及菲律賓海板塊交界上,因而造山運動、
地震頻傳。中央山脈縱貫南北,河川坡陡流急,地質破碎且多斷層,加
上高溫、濕度大、降雨量大且集中等特性影響,同時又位於颱風行經之
路徑上,因之自古以來自然災害頻仍,相關記載不絕於書!
本文係以日治時期颱風的災害與防救災措施為題,試圖利用當時的
報紙與官方檔案資料,及諸先進之研究成果,對於颱風形成之背景、颱
風所造成之災害、官方與民間面對颱風災害時如何進行災後救助與善後
重建工作,以及如何預防風災等措施進行探討。
英文摘要
“Typhoon” is a natural phenomena and disaster inextricably
linked with Taiwan history. It is a symbol of love and hate by
the Taiwanese. To those who have long inhabited in Taiwan,
it is not only a common history but also a collective memory.
It is also part of life experience and environmental conditions.
Nowadays, we have experienced more rapid changes in science
and technology than ever, with more sophisticated equipment
in use, which may promote our better understanding of the
relationships between our living conditions of the Earth and
the natural environment. However, will it also prompt people to
know and to reflect the relationships between human beings and
the Nature?
Taiwan is located at the junction of the Eurasian Plate
and Philippine Sea Plate, thus causing frequent orogeny
and earthquakes. The Central Mountain Range runs through
Taiwan from the north to the south. Rivers flow down from
steep slopes. Geology is fragile and full of faults. Coupled with
high temperature, humidity, heavy and concentrated rainfalls
while located on the paths of typhoons, Taiwan has suffered
from frequent natural disasters since ancient times. Relevant
historical records can be readily identified in Taiwan history!
This study focuses on the measures adopted to relieve
and prevent disasters caused by typhoons during the Japan-Ruling period in Taiwan. We have made research into data on
the newspapers and officially published records at that time. We
have also reviewed many research literatures done by scholars
in the past. Special emphasis has been put on the background
information of how typhoons were formed, how serious the
disasters caused by typhoons during the Japanese occupation
period, how the official and the general public faced the
challenges of typhoon disasters, and how the reconstruction and
rehabilitation measures were taken. Finally, we have discussed
what measures we should take to relieve and prevent impacts
from typhoons.
