過去針對戰後初期臺灣的經濟政策與治理所進行的研究，多以中 央政府的觀點進行討論，較少關切基層民意的感受。本論文以1950年 代美援項目下的小型民營工業貸款與匯率政策為例，瞭解臺灣省議會如 何將民眾和民營企業對中央政策的實施所帶來的影響，向中央政府提出 反映。在政策協調的過程中，或許臺灣省議會不甚瞭解當時政府的政策 理念，部分提案並未得到中央政府的採納；然而，臺灣省議會的部分提 案仍得到政府的首肯而適時地調整政府政策。 就本研究能夠瞭解，過去普遍認為戰後臺灣藉由美援成功地促進經 濟發展，卻往往忽略在外來援助實施的同時，接受外幣援款的政府機關 和公民營企業，在還款時因匯率調整而受到嚴重地衝擊。由此事件亦能 得知，當時中央政府所關注的焦點多集中在政府單位與公營事業，較少 關心財務相較為薄弱的小型民營企業。反倒是臺灣省議會針對單一匯率 實施所關注的焦點多為民營企業的償債能力，與中央政府關心的焦點有 所區別，亦能顯現出關心基層民眾。

Previous studies of the early post–war economic policy and governance in early Taiwan, we can find more to discuss the views of the central government, and less concerned about the feelings of the public opinion. The paper discusses on Taiwan Provincial Assembly how to reflect the impact of people and private enterprises under the 1950s small–scale private industrial loans and exchange rate policy. In the process of policy coordination, perhaps at the Taiwan Provincial Assembly Government’s policy not understand the aim of central government, part of the proposal have not been adopted by the central government. However, the Taiwan Provincial Assembly ‘s proposal is still part of the central government’s approval and adjustment of government policy. Over the past we generally considered successful in Postwar Taiwan by U.S. aid to promote economic development, but often overlooked in government agencies and public and private enterprises who accepted foreign aid, due to exchange rate adjustment in the repayment of which have been seriously affected. This incident shows, the central government more focused on government agencies and public enterprises, and less concerned about the weak financial phase of small private enterprises. Contrary, a single exchange rate for the Taiwan Provincial Assembly to implement the focus more to the private enterprises, the focus of attention with the central government differ, also showing concern for the people.
