清末臺灣安平砲擊事件之研究
A Study of the British Navy Bombardment of Taiwan’s Anping Port During the Late Qing Dynasty

本文採取傳統外交史多文字、多檔案的研究取徑,利用中英文獻, 詳實解讀清末臺灣安平砲擊事件。同時,重新從「文化衝突論」思考, 以雙方交涉過程為主軸,探討該事件發生之經緯,究明從和平交涉變成 衝突的各種因素,並分析後續發展之影響,重新評價該事件在臺灣涉外 關係史中的意義。 英國控制安平的過程可分三階段。第一階段,從1868年11月21日到 11月25日,「阿爾及利亞」號執行海上佔領期。第二階段,1868年11月 26日到12月2日,是英軍登陸安平時期。第三階段,從1868年12月3日到 1869年1月18日,是「鴇」號執行海上佔領期。 該事件在臺灣的地方交涉,因中英在臺灣貿易、法律、軍工匠首制 度、通商條約、外僑社群與當地社會等,皆存在文化差異,臺灣道與英 國領事不僅難以妥善處理,反而誤解日深。其次,在英國公使與總理衙 門的中央交涉,儘管盡力避免衝突,仍因通信條件、官僚制度、砲艦外 交等因素,導致未成功透過中央解決地方糾紛。要之,英國在臺灣應用 國際法談判,不識雙方文化差異,未能達成和平交涉之目的,反而擴大 事端。中國官員與外國談判,不識國際法及其原則,導致爆發原可避免 的軍事衝突,造成人員傷亡。清末臺灣安平事件始末,值得今日借鑑、 深省。
英文摘要
I study the diplomatic conflict of the British Navy bombarding Taiwan’s Anping Port in the late Qing Dynasty. I adopt the traditional approach of researching international history, multi–lingual and multi–archival approach, utilizing both Chinese and English literatures and interpreting them in great detail. Meanwhile, I rethink it from the perspective of “cultural conflict”, focusing on the progression of negotiation, discussing the course of this event, and unearthing the various factors which turned what was originally peaceful negotiation into military conflict. Also, I analyze the effects of this development, and reevaluate the event in history of Taiwan foreign relationship. It is pointed out that there were three stages of the British Navy occupation of Anping Port. The first stage, from 21 November to 25 November in 1868, is of the gunboat Algeria controlling Anping from the sea. The second stage, from 26 November to 2 December in 1868, is the invasion of Anping and occupation of Zeelandia. The third stage, from 3 December in 1868 to 18 January in 1869, is of the gunboat Bustard controlling Anping from the sea. The local negotiation of this conflict in Taiwan was impeded due to the increasing trade between China and Britain, the contradiction between Chinese laws and commercial treaties, the institution of military warship maker, and conflicts between foreign and local residents due to profound cultural differences. Therefore, the misunderstanding became worse. At the same time, negotiations between British envoy and Chinese Ministry of Foreign Affaire (Zongli yamen) regarding Taiwan were unsuccessful due to poor communication, the bureaucratic institution, and the gunboat diplomacy. In summary, while the British observed international law in its negotiats in Taiwan, they neglected culture differences. Thus, not only did they fail to achieve their goal of peaceful negotiation, they also worsened the situation. However, when Chinese officials negotiated with the British consul, they ignored international law and its principles, which contributed to the military conflict and the suffering of casualties which could have been avoided. Today, rethinking of the British Navy bombardment of Taiwan’s Anping port in the late Qing Dynasty is still a worthwhile task.
