西元17世紀初，荷蘭人成立聯合東印度公司後，為了打開中國貿易 的市場，並尋求直接互市的據點，遂派遣韋麻郎（Wybrant van Waerwyk） 率船來到了澎湖，因島上的澎湖遊兵「春汛」已經結束，官軍撤回了內 地，故荷人如入無人之境。明政府認為，荷人若佔據澎湖為通市之地， 不僅使其淪為「澳門第二」，並會產生海防洞開、稅收短收、走私猖 獗、治安敗壞……諸多的問題，故堅決反對此事，並數度派人赴澎勸其 離開，但荷人不為所動。為此，明政府遂改弦易轍決定改派大軍渡海前 往交涉，欲藉由強大的武力來「勸走」荷人。而此一任務，按理當由負 責轄區的澎湖遊兵擔綱，但因澎遊裁軍嚴重，兵力明顯地不足，無法勝 任此一要務，故改派泉州最強大的水師，且距離澎湖最近的浯嶼水寨來 負責此事，加上，該寨的指揮官係「欽依」把總，位階又高於澎遊指揮 官的「名色」把總，由其率領浯嶼、澎湖二寨遊所組成的龐大艦隊前去 交涉是十分合宜的，此亦是時任浯寨指揮官的沈有容，會膺此重任前去 澎湖勸走荷人的由來。至於，能讓「船堅砲利」的荷人離開澎湖的原 因，除了沈有容個人的膽識和口才外，更重要的是，沈所帶去那50艘兵 船所構成的巨大威嚇力，讓荷人自知無法以「實力」取勝，而被迫離開 了澎湖。

In 1602 AD, the Dutch East India Company (Verenigde Oostindische Compagnie) was established. In 1604 AD, in order to open China’s market and look for a base of direct trade with China, the Dutch government appointed Wybrant van Waerwyk to occupy the Peng-Hu Islands with fleet. However, since the Peng-Hu Islands is a part of China’s territory, the Ming government resisted the invasion and assigned the Admiral You-Rong Shen to lead fifty warships to the Peng-Hu Islands and to dispute with the Dutch fleet. The Dutch estimated that they could not fight against China’s formidable military force; therefore, the Dutch are forced to leave the Peng-Hu Islands.
