從臺灣開發史來看，埔里盆地的優點在於擁有約6,000甲平坦易開墾 的土地，缺點則是重山阻隔，對外交通不便。埔里盆地從清末以來一直 是臺灣重要的「理番前哨站」之一，日治時期殖民政府仍是將埔里盆地 視為「理番」重鎮，由於對外交通不便，歷任臺灣總督曾經到過埔里視 察者僅有三位，尤其是第五任總督佐久間左馬太，即先後三次因理番事 務來過埔里視察。理番措施推動過程，對於交通運輸由於沒有迫切改善 的壓力，加上烏溪線的道路開闢困難，在不符合經濟效益的考量下，殖 民政府不願積極地改善埔里對外交通不便的問題，也局限了地方產業的 發展。霧社事件發生後，一方面導致埔里地區的製腦事業衰微不振，另 一方面卻也促使埔里對外交通的大變革，即「裏南投道路」的開鑿。 霧社是能高郡管內的番地，能高郡役所設於埔里街，當霧社事件 發生時，首先面對恐懼與不安的便是埔里街民。有關霧社事件對於埔里 街的衝擊以及後續的影響，尚無專文介紹，本文擬從日治初期的理番手 段、與番地有關的產業、對外交通等方面著手，接續探討日治後期的霧 社事件對於埔里街帶來的衝擊與影響。

From the history of development in Taiwan, the advantage of Puli basin was plain, easily developed 6,000-morgen fields; but the disadvantages were disconnection from mountains and inconvenience of traffic. Since the last period of Qing dynasty, Puli basin was one of“aboriginal outspots”in Taiwan, and in Japanese colonial period, the colonial government regarded Puli as a key position of“reign of aboriginals.”Due to inconvenience of traffic, there were only three Governor-Generals of Taiwan came to inspect Puli, especially the 5th Governor-General of Taiwan, Sakuma Samata, he came to inspect Puli three times because of affairs on“reign of aboriginals.”There were some reasons on execution of measures of reign of aboriginals hard to carry out: there was no urgent to improve the traffic and the transportation, and there was a difficulty to open up the way of Wu Xi lane. Under the disagreement of economic development, the colonial government was unwilling to improve the problems of inconvenience of traffic in Puli, and it restricted the local industries. After Wushe incident, not only the industry of camphor declined in Puli, but also the traffic of Puli area had changed: the excavation of“Inner Nantou Lane” Wushe was the aboriginal area of Nenggao District, the office was located in Puli Street Area. When confronting the outbreak of Wushe incident, the residents of Puli were scary and nervous. There was no related thesis to talk about the impact of Wushe incident on Puli Street Area, so this article would focus on the methods of dealing aboriginal affairs, the industry related to the aboriginal area and the traffic problem in the beginning of Japanese colonial period, to discuss the impact and the influence of Wushe incident on Puli Street Area in the post-Japanese-colonial-period.
