日治時期臺南高等工業學校之籌辦與建校

日治時期臺灣的高等教育機關,除臺北帝國大學與臺北高等學校之 普通教育系統外,另也建構了醫學、農林、商業和工業等學門的技職教 育體系,以培植各種職業技術人才。這些實業專門學校,因應殖民地產 業結構之變遷以及政治、社會時勢所需,先後分別創設成立,其中臺南 高等工業學校為總督府最後創辦之官立專門學校,在擘畫建校方面必然 累積了一定程度的經驗,而草創初期建立的學校體制,對日後該校之整 體發展尤甚息息相關。本文即以臺南高等工業學校為中心,考察其籌辦 設校與創立伊始的歷史過程,藉此究明殖民統治者創建專門學校的實態 與模式。經本文探討得知,2年的籌設期間,當局量能授官,首先延攬 擁有辦校經驗之今景彥奠定根基,繼之擴編籌備組織,再委以若槻道隆 為首的在臺行政官僚接續經營,循序漸進,逐次推動軟硬體各項建置工 作。而羅致來自日本國內工業專精之科長教授,並結合嫻熟臺灣現況之 在臺教育家以及書記幕僚,構築了堅強的師資人事陣容,同時將他們的 理想抱負落實於校務制度,從而樹立學校重要的教育目標。另外,在籌 校前階段,計畫一度瀕臨幾乎胎死腹中之變局,其主因乃係受到日本國 內政黨政治連動影響,政黨內閣將殖民統治私有化導致教育政策呈現斷 裂與混亂,此由臺南高等工業學校之設校籌建經緯,亦可洞悉真貌。

Besides the general education system of Taipei Imperial University and Taipei High School, the medical, agriculture & forestry, business, and engineering schools of vocational education system were also formed by the Taiwanese higher education institutions during the Japanese colonial era in order to cultivate a variety of technical professionals. The specialized colleges were built gradually in response to the trends of the colonial industrial structure, as well as the political and social changes respectively. Among these specialized colleges, Tainan Technical College was the last one to found by the Government House and it inevitably accumulated some certain degree of experience in the stage of college building. The earlier college system established in Tainan Technical College influenced the overall college’s future development significantly. This study focuses and investigates the historical transition of Tainan Technical College’s preparatory and founding work in order to better understand the reality and model of professional school establishment. According to the study, the faculty policy was planned and arranged properly by the authority during the two year college’s preparatory stage. Firstly, recruiting Kon Kagehiko who was experienced in running school business to consolidate the program foundation, then expanding the preparatory organizational scale and finally the Taiwan staff led by Wakatsuki Michitaka took over the program to continuously and progressively promote the infrastructure development. The technical specialist and college professors selected from Japan and Taiwanese local educators and secretary aides who were familiar with the existing Taiwan situation were also recruited in order to strengthen the quality of faculty. Meantime, they carried out their ideal vision and ambition through the school system to establish important education goals. In addition, the plan was once almost on the verge of abortion during the preparatory stage and it mainly was affected by the Japan’s domestic political movement. The privatization policy of colonial rule conducted by the political party cabinet resulted in the rupture and chaos of education policy. By means of Tainan Technical College’s study, we can clearly understand the history of college preparatory and founding work during the Japanese colonial era.
