本文旨在探討日治時期淡水水上機場設立之歷史過程與發展，並藉 以究明其在臺灣航空史上的角色與意義。首先，指出1920年代淡水成為 殖民政府進行飛行試驗，以及歐美各國於亞太地區進行「洲際飛行」時 的重要停泊航點之原因及條件，並探究1920至1930年代各單位相繼於淡 水進行飛行試驗的意義。 其次，主要是探討1930年代後淡水水上機場之設立過程及發展。 1930年後，總督府曾計畫於淡水設立水陸兩用機場，其後該案雖然因故 被否決。但隨著1930年代末期南進政策的加速催化，臺灣成為日本聯結 南洋地區之重要轉場，故為考慮南洋地區的空運發展，總督府遂於1940 年重提水上機場之設立，並陸續展開相關飛行測試，以及機場設施之興 建。 最後，試圖勾勒出1941年淡水水上機場成立後的實際營運情形，並 探究1943年後海軍高雄警備府在機場及周邊航空兵力之駐防。另外，尚 討論1945年8月戰後淡水水上機場之使用概況，並說明戰後初期其所扮 演的角色與意義。

This paper is on the founding process and the subsequent history of the Tamsui Water Airport. The purpose is to highlight the historical and strategic significance of this water airport in Taiwanese aviation history. First discussed in this paper is Tamsui’s strategic significance. The Taiwan Governor-General's rationale to designate Tamsui to conduct test flights is an important indicator for Tamsui’s strategic importance in the Asia-Pacific region, and Tamsui’s role as a primary intercontinental transportation hub for European and American airliners confirms this significance. In order to further qualify Tamsui’s role in aviation history, however, this paper focuses on test flight projects operated at Tamsui by a variety of government and private institutions during the 1920s and 1930s. Secondly, this paper recapitulates the founding process and development of the Tamsui water airport since the 1930s. The Taiwan Governor-General considered establishing a land and water airport at Tamsui in the 1930s, yet eventually the proposal was vetoed. Nevertheless, as the Japanese took primacy in the Southward advance policy during the late 1930s, Taiwan’ s importance in connecting Japan and its strategic interests in the southern Pacific became manifest. As a result, the Taiwan Governor-General reconsidered the proposition to install water airport facilities at Tamsui, and, having conducted a series of test flights and relevant experiments, commenced with the actual construction of water airport facilities. Lastly, this paper attempts to sketch out the actualities of the Tamsui water airport after its commencement in 1941, which includes the ground forces assigned to the airport by the Takao Minor Naval Station, and air force deployments there. Also discussed are the general usage of the airport after World War II ended in August 1945, as well as the role and significance of the water airport in the early Post-War period.
