當前的全球化的時代中,外交工作並非僅是由外交官居間做外交折
衝工作而已,實廣含許多不同層面的交往與接觸。本文所討論的,是在
1960年代裡,在「外交下鄉,農業出洋」的號召之下,由臺灣的水利單
位、農業單位甚至是一般農民共同組織的農耕隊,前往上伏塔進行土地
墾殖、農業推廣的故事。他們與當地百姓在同一個空間、同一個環境,
一同努力開墾,毋需光鮮華麗的西裝,沒有舒適優渥的環境,少有宴會
的歌舞昇平,但與當地百姓「搏感情」的辦法,卻遠比官式外交來得長
久與永恆,使他們被譽為是「草根大使」。當上伏塔因政治考慮於1973
年10月轉換承認之後,該地民眾仍持續與農耕隊員書信往來,甚至仔細
地保衛、延續著臺灣農耕隊曾在當地的涓滴努力,不僅保留了移植自臺
灣農會的基本組織,也大致保存著基礎的水利設施,雖說隨著時間的磨
累,該地的土地及水利情況大不如前,但兩國人民的牽繫仍舊持續著。
1994年2月,布吉納法索(上伏塔於1984年改名)恢復與中華民國政府
間的邦誼,臺灣來的考察團重回當年墾殖的區域勘查,當地民眾自發地
熱情歡迎,更顯見國民間的友情,未隨著政治的遷變而淡忘,更為我國
國民外交的顯例。
英文摘要
Nowadays, in the globalized period, the definition of diplomacy is not
only limited in the network of diplomats, but also includes the connection of
peoples with different nationalities. This article tried to tell a story of citizen
diplomacy around the agricultural missions, under the slogan”Diplomacy in
the wild land, Agriculture in the overseas“, sent from Taiwan to Upper Volta
in the late of 1960s for agricultural assistances. The members of the missions
lived in the same area, worked in the same situation, and cultivated in the
same places with Burkinabe. These“Ambassadors of Grassroots”without
beautiful suits, suitable livings, or joyful parties worked in the rural places
and made close friendships with Burkinabe. In 1973, the mission from Taiwan
withdraw from Upper Volta because of Upper Volta made official relations
with the PRC, but the structures and farmer’s associations which Taiwanese
though Burkinabe are still lasting. In 1994, the year the ROC made official
relations with Burkina Faso again, the Taiwan’s investigate missions
visited the reclamation areas governed by the agricultural missions in the
late of 1960s, they found that the farmers got together to welcome them
spontaneously. So, this is a good case and story of citizen diplomacy of the
ROC
