本文旨在介紹1895年6月日軍登陸臺灣佔領淡水後的行政記錄《淡水新 政記原稿》。該文獻原件典藏於日本防衛省防衛研究所，主要內容是記述日 軍進入淡水成立「淡水事務所」時期兩週間之行政日誌。也是目前所見，日 本統治臺灣最早的地方施政記錄。 因此，本文除進行文獻探討外，同時也試圖說明其史料價值。主要內容 分將為兩大部分，首先是史料內容之介紹，包括編者福島安正之略歷、版本 及日誌內容之簡介。其次，則是說明文獻本身之史料價值，並將其粗分為治 安及法律、衛生事務、教育訓練、調查相關資料等四項，同時試圖說明各項 施政事業之意義。

This study aims to discuss The Manuscript of Administrative Diary of Tamsui, the administrative diary after the Japanese army landed and captured Tamsui in June, 1895. The original manuscript has been reserved in the National Institute for Defense Studies in Japan, describing the two–week administrative diary regarding the establishment of Tamsui Township Office by the Japanese army. The manuscript is also the earliest local administrative data during the Japanese colonization. Except for the literature review, this study also addresses the historical value of the manuscript. This study is then divided into two parts: the introduction and the historical value of the manuscript. The introduction section refers to summaries regarding the editor Yasumasa Fukushima, the versions and the content of the manuscript. Secondly, the historical value of the manuscript section is further divided into public security and law, hygiene affairs, educational training and investigation and attempts to explain the implications of each administration business.
