從大港集中邁向小港分散:1930年代臺灣總督府築港政策轉變之背景
From Concentrating in Major Ports to Expanding to Regional Minor Ports: A Study on the Context of the Changing Port Construction Policy of Taiwan Governor General’s Office in the 1930s

過去關於日治時期臺灣港灣的研究,大多集中於基隆與高雄,或者偏 於一時一地,研究重點大多著重在港灣建設與都市發展乃至於地方社會的關 係,較少以全島性、貫時性的研究視野來進行築港政策的探討。本文以1930 年代臺灣總督府進行地方港建設為研究對象,探討總督府從集中基隆高雄港 的築港政策轉變為全面建設地方港政策的背景因素,以及政策推動成果與影 響為何。 本文認為,總督府在此時期轉變築港政策,應與:1.水產業發展至一 定程度;2.舊有港灣的當地官民持續向總督府要求經費築港,以期挽回當地 商機;3.1920年代後期的東臺灣築港請願運動最後獲致成功有相當程度的關 連。進而使得1930年代成為臺灣港灣史上首見,本島離島、總督府與州廳政 府均密集進行近代化築港工程的時期,這波築港工程也為地方水產業、航 運、商業等發展帶來一定程度的助益。 最後必須指出的是,由於總督府掌握築港工程所必須的預算,地方州廳 政府即便聯合在地官民強力請願,也不一定能達成目的,再加上地方州廳與 公共團體的財力不足以自行進行地方築港,應是造成總督府相關政策無法切 合地方需求的主要原因。
英文摘要
Majority of the previous studies on ports in Taiwan during the Japanese colonial period focused either on Keelung, Kaohsiung or one region in a shorter time period. These studies honed in on the relationship of port construction, city development, and local society. Relatively fewer studies reviewed the port construction policy from an island-wide perspective in a consecutive time. This article studies the regional ports constructions led by Taiwan Governor General’s Office (the Office) in the 1930s, discusses the factors that triggered the Office to change its policy from concentrating on Keelung Port and Kaohsiung Port to expanding regional port constructions, and exams the policy’s outcomes and impacts. Based on this study, below factors triggered the Office to change its port construction policy. 1. The aquaculture was developed to a certain level . 2. The officials and citizens at old ports continually demanded funding for port construction from the Office in order to bring business back to the region. 3. The petition movement for port construction occurred in eastern Taiwan in the late 1920s eventually succeeded, and that in a level contributed to the policy change. All these factors made the 1930s the first period in Taiwanese Port History when the Office and its prefectural offices vigorously conducted port modernizations in the main and remote islands of Taiwan. The regional aquaculture, marine transportation, and business developments were benefited from these constructions. Lastly, Taiwan Governor General’s Office controlled the budget for port constructions. Even though Prefectural Offices worked their local citizens to make a strong case in their petitions, it might not work in the end. Additionally, lack of funding of local offices and public interest groups was the main cause that the Office’s policies could not precisely meet the local needs.
