本文旨在探究二次大戰後中國空軍來臺接收之過程,以及其後續所造 成的連動性影響。首先,透過多樣性的檔案與資料重建戰後初期中國空軍 抵臺前後,中、美、日三方在接收過程中的交手情況,以及過程中所顯現 的問題,進而指出戰後初期中國並非唯一接收臺灣的單位,而是由聯合國 (盟軍)委託中美兩國合作佔領臺灣或進行代管,同時由美方代為接收日 本航空部隊及附屬設施。以此說明戰後臺灣的接收,並非如過去國民政府 長期所宣稱的「臺灣光復」。 其次,透過空軍接收松山機場的過程,探究其背後「軍統」勢力與陳 儀當局因接收過程所產生的派系鬥爭。特別是1947年二二八事件發生後, 攻佔機場成為民軍的重要策略,但因空軍臺籍軍士官兵的自制,而未能使 事態進一步擴大。但卻因此造成其後統治當局對臺籍軍事人才產生疑慮, 建議「不宜任用臺籍兵員」。因此,二二八事件不僅影響了日後臺灣各地 機場的大幅撤廢,事實上也影響了日治以來所培養數以萬計航空技術人才 於戰後的出路與發展。
英文摘要
This paper studies the process of the takeover of Taiwan conducted by the Chinese Air Force after the conclusion of WWII and its consequences. The paper reviews a matrix of Chinese, Japanese and U.S. archival data regarding the negotiations and the processes of the surrender of Japanese forces to Allied parties before the arrival of the Chinese Air Force, and identify the underlying difficulties and problems that resulted from the chaos created by multi-party agencies overseeing the surrender and reestablishment of order in Taiwan. The Chinese Nationalist and U.S. governments were deputized by the United Nations to jointly occupy Taiwan or to serve as its trustees. The U.S. are charged with the responsibility to take over the Japanese Air Force and its facilities. The entire process that took place during the postwar occupation period hardly resembles the glorious and streamlined Retrocession of Taiwan to China that the Nationalist government had claimed to be. In addition, archival data suggests that the takeover of the Sung San Airport by the Chinese Air Force was not a streamlined process. The Bureau of Investigation and Statistics of the Military Council and the Taiwan Provincial Administrative Executive Office sparred for control and influence. With the outbreak of the military revolt after the 228 Incident, the Sung San Airport was one of the primary objectives of the armed rebels. The Air Force personnel controlling the airport showed considerable restraint in the defense and suppression of rebel advances, which led to a détente of the conflict. However, their restraint led Nationalist authorities to question their intentions and loyalties, eventually forming a principle to avoid deploying Taiwanese conscripts. The 228 Incident is therefore directly related to the large-scale abandonment of local airfields, and effectively led to the disbarment of thousands in the Taiwanese labor force that were in the aviation industry during the Japanese Occupation Period.
