戰後臺灣的軍事接收計畫為中美共同規劃的成果,臺灣地區接收之特 點,就是陳儀要求臺灣要統一接收,但在前進指揮所未抵臺前,空軍已奉令 來臺進行接收,10 月下旬抵臺的海軍也自行逕行接收,使陳儀的統一接收 未開始已破局。 受限於來臺進行接收的人力,各組多採用分區分股的接收方式,原則 上各組在接收軍用物資後,需再移交給軍政部統一處理,但各組在接收軍用 物資後,往往會不循程序自行提用物品,物資的接收成為造成接收混亂的誘 因。在臺灣軍事接收期間,接收各組為求時效而未求確實,接收範圍的劃分 不清、接收紊亂、越權接收、接收人員不足、紙上接收、接收物資處置均為 埋下臺灣軍事接收後續的糾紛。 警備總部軍事接收委員會以不到 4 個月的時間宣告完成臺灣地區的軍事 接收,然軍事接收委員會的結束,宣示著中美合作臺灣軍事接收佔領計畫的 結束,但僅能視為日軍集中解除武裝、國軍武裝佔領完成、軍品初步轉移, 後續日軍的遣送、軍品的集中處理與在臺軍隊的復員整軍均為軍事接收未完 成的部份。臺灣的軍事接收並未完成,但已足以作為行政接收的基礎。
英文摘要
The military takeover of postwar Taiwan was limited by the manpower that could be transported to Taiwan for the takeover. Each team was divided into platoons and companies, which implemented the takeover sequentially. In the pursuit of speed and efficiency, each team failed to execute commands accurately and precisely, leading to subsequent conflicts of military takeover, such as unclear division of takeover scopes, chaotic takeovers, ultra vires actions, lack of manpower, takeover on paper and improper handling of received goods. The termination of the military takeover council meant the end of ROC-US cooperation in Taiwan's military occupation plan. However, it can only be seen as the centralized disarming of the Japanese army, completion of the nationalist military takeover and initial transfer of military goods. The subsequent repatriation of the Japanese army, centralized handling of military goods, restoration and reorganization of Taiwan-based army remained incomplete aspects of the military takeover.
