本文以萬年溪整治、單車國道、大潮州人工湖、養水種電與光采濕地這 五件公共治理計畫歷程，試圖描繪出在屏東縣在公共治理的推動軌跡中有著 社區營造深刻的影響，不管是計畫的發想與倡議，或是實踐過程，社造積累 的慣習鑲嵌（embed）在縣政治理中，才能推動一件比一件困難度更高的計 畫。 在本篇可以看見屏東縣政府的公務同仁展現出靈活的行動力，穿梭在中 央與地方法令之間，尋找可以行動的空間，也奔走於地方現場與中央部會之 間，拉近彼此距離，更串聯各專業社群與在地居民進行技術嫁接、轉換，整 合眾人之力，互為主體、協力行動；相同的，我們也可以看見地方 NGO 團 體在參與地方治理時，因為對土地有著深刻掌握與理解、參與公共事務的經 驗累積，與公部門發展出深厚的夥伴關係（paternership）。 政策的永續性必需經得起考驗，從一開始就必須循著環境的紋理、抓 對問題，才有辦法從那千頭萬緒的現象找到解方的破口，整合眾人的智慧成 城，一步一步解惑，在走尋的足跡中不斷修正實踐策略。

In this paper, the courses of five public-governed programs, namely, Wannien River Remediation, National Road Cycling at Ping-Tung, Chaozhou Artificial Lake (groundwater recharge), Rasing Water and Planting Power, and Guangcai Wetlands, were adopted to attempt to depict the profound influence of public-governed promotion and tracking on community building. Whether in the conceptualization of project ideas or during implementation processes, the customary practices of comprehensive community development have been embedded into county governance, thereby promoting projects involving ever increasing difficulty. In this paper, the county government officials demonstrated flexible actions, shuttling between the central and local ordinances in search of action spaces. They were also seen running back and forth between local sites and the central ministries in order to narrow the distance between them. Additionally, the professional communities and local residents were linked to carry out technical transfer and transformation, bringing together collective efforts that operate as independent bodies and yet cooperate in action. Similarly, during local NGO groups' involvement in local governance, they have developed strong partnerships with the public sector through their profound grasp and understanding of the land as well as their accumulated experience in public affairs. Policy continuity must withstand the test of time, from following the environmental texture at first to grasping the right problems, so as to find the path that leads to solutions amid a multitude of phenomena, gather the collective strength of the public, clear doubts step by step, and continue to correct the implementation strategy while following in the footsteps in the quest.
