1895年臺灣成為日本的殖民地之後，臺灣總督府的不少施政係參照明 治政府的經驗。本文旨在探討臺灣最早具博覽會性質的展示活動1899年 「臺南縣農產物品評會」舉辦之實況、特色及其影響，論析其與臺灣總督 府產業政策之關係，並與日本國內的共進會略作比較，藉期明瞭臺灣總督 府如何將日本國內的經驗引進臺灣。據初步探討結果可知，就品評會的籌 備和人事觀之，臺南縣當局顯然利用了日本國內的舉辦經驗、臺灣總督府 的殖產事務經驗，以及臺灣舊社會領導階層之影響力。關於品評會的舉辦 情況及其影響，主辦單位透過宣傳，讓臺灣人了解品評會，而漸次採取配 合的態度，踴躍提供展品參展，最後收到滿意的展品數，展示期間並吸引 為數可觀的參觀者。最重要的是，這次品評會之舉辦使臺灣總督府認識到 此一活動的重要性，因此，臺南縣的品評會舉辦後，獎勵各地舉辦品評會 或共進會成為臺灣總督府產業政策之一環。

After Taiwan became Japanese Colony in 1895, not a few administrative policies the Government General made were consulted from Meiji Government’s experience. This article discusses conditions, characteristics and the infl uence of Tainan Agricultural Fair, which was the fi rst exhibition held in Taiwan in 1899. It tries to analyze the relationship between the fair and the industrial policy of the Government General of Formosa, and also compare the fair with the Japanese domestic fair and exhibition and reveals how the Government General introduced the Japanese domestic experience to Formosa. The preliminary study shows that from the viewpoint of preparations and human resource, Tainan prefecture used both of the domestic experience held in Japan and the industrial administrative experience of Government General and also the infl uence of the Taiwanese social elites. Regarding the conditions of the fair and its influence, the organizer let Taiwanese understand the fair through the promotion, take the attitude to cooperate gradually and supply exhibits enthusiastically, finally achieved the satisfactory number of exhibits and attract certain amount of visitors during the exhibition. The most important thing is that the Government General acknowledged the importance of holding the fair, therefore after Tainan Agricultural Fair, they persuaded each place to hold a fair or an exhibition to form one part of the Government General’s industrial policy.
