1980 年代初期，臺灣設置四大國家公園，張隆盛（1940~2021）是最重 要的推動人物之一。本文根據張氏的口述資料，呈現他參與國家公園的建設 與推動之歷程。張隆盛除了講述他任期內各國家公園的設置及其特色，且評 論過程中所涉及的問題，例如：墾丁國家公園與候鳥保護；玉山國家公園中 的新中橫公路開闢問題，以及和林務局的衝突；陽明山國家公園設置雷達氣 象站的爭議；太魯閣國家公園建設過程中的立霧溪水力發電廠與崇德水泥工 業區設立之爭議等等課題。此外，他檢討了蘭嶼國家公園的規劃與挫敗，也 評述了 1980 年代以來，國家公園建置史上，重要的環境行政文官之貢獻， 讓這些人物的角色與歷史，得以留存。 張隆盛的訪談內容，記錄了臺灣在二戰之後的環境保育史，且其所涉及 的人物與事件，可為臺灣環境史，提供進一步的研究線索，這是張氏口述文 獻的貢獻之一。

Lung-sheng Chang (1940-2021) had played an important role in the establishment of Taiwan national parks in the 1980s. Before the lift of the Martial Law in 1987, four national parks, named Kenting, Yusan, Yangmingshan, and Taroko, were founded under the authorization of the Construction and Planning Agency, Ministry of the Interior in Taiwan. Lung-sheng Chang, who was simultaneously the Chief of the Agency, was appointed to regulate and conduct the setup project of national parks. In light of his oral statements, we can find that Chang interpreted the processes of the establishments of those four national parks, analyzed the disputes between governmental organizations, and explained the challenges and difficulties he had confronted during that period. With great disappointment and regret, he assessed the factors led to the failure result of the setup plan of “Lanyu National Park”. In addition, Chang evaluated the contributions of particular bureaucrats in the processes of founding Taiwan national parks before and during the 1980s.Chang’s statements on the figures and the events concerning the establishment of Taiwan national parks leave us clues for further researches on the topic of conservation in the field of Taiwan environmental history.
