本文主要以聖功團隊承接的屏北支援中心為分析對象，探討其如何考量在地需求性繼而發展關懷據點培力策略，並從社區主義論述分析關懷據點相關議題。研究方法主要修改Haug所發展「記憶工作法」，由第一作者和聖功團隊共同書寫。資料分析採用主題分析法，整理聖功團隊培力策略六個主題。並從「兼顧個人權利及社會責任」、「促進社會依附感」和「社區居民間互助和互惠經營」等面向，將聖功團隊的經驗和社區主義的論述做對話。文末建議公部門當對據點從管理與評估的角色，改為支持與協助，並對人力培力採更具積極性的思維。

英文摘要

This article focuses upon the experiences of the Pingbei Support Center of the Sheng Kung Social Welfare Charity Foundation (hereafter the "Sheng Kung Team") to explore its empowerment strategies for community care centers and to discuss its experience with the discourse of communitarianism. The research method was a modified version of Haug's memory work method. This article was co-written with the Sheng Kung Team.
The data analysis adopts the thematic analysis method, and six themes are identified. The authors also use the experience of the Sheng Kung Team to dialogue with the discourse of communitarianism. The discussions focus on issues regarding the balance between individual rights and social responsibilities, the promotion of social attachment, and mutual help and reciprocity among community residents. Finally, the authors suggest that the governments should adopt a progressive perspective about local manpower training.
