近來因東日本大地震所引發的海嘯重創日本,並造成嚴重的核電災情,又經專家預估東京仍有相當高的機率發生大地震,因此日本國內開始思考分散首都機能的可能性,「副首都」的議題開始浮現,並導向檢驗既有首都區位合理性的問題,由於副首都源於減低首都機能遭受破壞的風險,故而認為首都機能應有適當的分散機制,以確保國政運作得以延續。
本研究係以探究副首都議題為主軸,就設置副首都的理由與必要性進行探討,並藉以檢視府際關係的互動情況,為能清楚釐析此一研究問題,本研究首先陳明副首都的意涵以及理由;其次,建立本研究之研究架構以及研究方法;再者,蒐集相關國外案例,汲取相關經驗以為比較;最後則說明副首都對府際關係的影響,並提出本研究對副首都議題的之分析觀點與建議,以便能對此一議題的發展有更深入的瞭解。
The tsunami caused by a major earthquake in eastern Japan caused a serious nuclear power disaster. Some experts predict a major earthquake will hit Tokyo in the future, prompting consideration in Japan of dispersing the functions of the capital city. The issue of alternative capital cities has gradually garnered attention and the locations of current capitals are being reevaluated. Because an alternative capital city is designed to lower the risk of loss of the functions of the current capital, it is essential to design a proper mechanism for dispersing capital functions in order to ensure that government affairs continue with minimal interruption. This study focuses on the topic of alternative capitals, discussing the necessity of alternative capitals and reviewing Taiwan's intergovernmental relations. In order to research the issue in depth, this paper first explains the definition of alternative capitals and the reasons for dispersing capital functions. The study's research framework and research methods are then discussed. The third section examines cases of alternative capitals in other countries in order to draw comparisons to Taiwan’s experience. In the fourth section, the effect of an alternative capital in Taiwan's intergovernmental relations is analyzed. Some programs and suggestions related to alternative capitals are proposed in order to advance knowledge of this issue.
