郭嵩燾編《羅忠節公年譜》所載羅澤南諸著作，至今尚未找到刻本的只有《皇輿要覽》，該書手稿在長沙湖南省圖書館發現，迄今沒有被認真討論過。本文主要分為兩部分，先通過分析《皇輿要覽》的目錄，瞭解全書的基本架構，再重點探討其中有關水利和軍事的內容。羅氏寫作此書時，發現已經不能寄希望於長期教化，必須採取堅決果斷且能立刻見效的措施，以制止迫在眉睫的動亂。在這一過程中，他覺得理學資源不敷應用，必須借助考據學和史學所提供的資源，瞭解客觀事實和具體問題，並且找到應對的辦法。這也使他眼界開闊，比同時代絕大部分人更早發現外部世界，更早警覺西方對中國所構成的威脅。

In Hunan Provincial Library at Changsha, the author found Luo Zenan’s (羅澤南) unpublished manuscript "Huangyu Yaolan" (《皇輿要覽》, A Geographic Guide to the Imperial Land ), which has never been discussed by previous scholars. This article first analyzes the basic structure of the manuscript through its content page and then explores the content concerning the geographic knowledge for military and irrigation uses. When writing the manuscript, Luo realized that a firm and efficient action must be taken to suppress the coming turmoil. Since Neo-Confucianism could not provide enough resources to do that, he had to refer to textual research and historical study to comprehend the general reality as well as the concrete issues, thereby finding a way to deal with them. This also allowed him to widen his view, so as to be able to confront the outside world and realize the threat from the West much earlier than his contemporaries could do.
